SECRETARY OF STATE'S INTERVIEW WITH THE SOUTH CHINA SUNDAY

MORNING POST (SCSMP)

1.

Ms Everett's minute to Mr Ricketts of 11 February

recorded that the Secretary of State had agreed to give

written answers to questions from the SCSMP. As Ms Everett

proposed, I submit 10 substantive draft replies which address

most of the 42 questions submitted by the SCSMP. The draft replies have been agreed with the Governor, Sir R McLaren, FED and News Department.

The Governor would prefer it if the interview could be published this weekend (on 28 February), not least because

Peter Lynch, the SCSMP Editor, is due to interview the

Governor next week. The Governor does not want to give Lynch an easy opportunity to compare and contrast the two interviews in the same edition of his paper. As suggested by the Private Secretary, I have incorporated the replies into a telegram which, if the Secretary of State is content, could be sent Deskby 2701002 to meet the SCSMP publication

deadline. (This submission would need to reach private office by 1800 today because of Secrepiry of Grace's trend plans).

The answers are self-explanatory except for the last part of the answer to Q.5. This addresses the question of
