Range of alternative ideas have been put forward in Hong Kong, published as compendium to help Legco members in debate. Copy given to Chinese. Ready to hear their views on Governor's proposals. Prospect of talks with China reassuring in Hong Kong. Worth seeing how far we can get.
Meeting with Chinese Foreign Minister
Agreement to meet twice a year. Haven't fixed dates for next
meeting. Would need to consider whether meeting would be useful.
1990 exchange of messages
Clear from documents there was no secret deal. No understanding
about the functional constituencies. On the Election Committee, clear from Chinese comments since that composition a matter still
to be decided, therefore cannot be considered as settled. All
points we would be happy to discuss with Chinese.
Crisis of confidence
GDP grew by 5% in 1992. Hang Seng index 3 times
that British business
Economic fundamentals remain strong.
Even higher growth expected in 1993.

Airport
Problems could be resolved quickly if dealt with on their merits.
At present major airport contracts proceeding on schedule. Trying to maintain momentum to avoid expensive cost increases and slippages. Completing the airport on time will depend on whether agreement can be reached with the Chinese on financing
arrangements.
