Dear Me Mitchell

HONG KONG: SINGAPORE PRESS COVERAGE

1. Many thanks for sending us the cuttings from the Straits Times on the Governor's proposals for democracy in Hong Kong. It is helpful to know how this subject is playing in other key countries in the region.

2. We can see some good journalistic reasons for the Straits Times dealing with this subject now. Quite apart from the personal interest of the journalist concerned, it would probably have been apparent that February was a month when something was likely to happen on that front, so the articles would be topical. A pity they are not more to our liking, and that they concentrate exclusively on well known critics of our current policy.

3. I enclose some material which you might find useful if contacts ask you to explain the present situation in Hong Kong.

Yours

sincerely, Lay saunders
