Hong Kong has been a British colony for almost one hundred and fifty years. On the first of July 1997, that all comes to an end when the lease falls due. Hong Kong will revert to Chinese sovereignty. However, just what changes can take place in the colony before then, is now a matter of strong disagreement.

UP ENGSOT AT 01.04 CHRIS PATTEN, GOVERNOR OF HONG KONG "Having deferred gazettal on four occassions, I have therefore decided with the advice of the Executive Council to gazette the draft legislation this afternoon."

Governor Patten's decision to present his proposals for democractic reform to Hong Kong's Legislative Council has infuriated the Chinese leadership. Lu Ping - Director of the Chinese State Council's Hong Kong and Macau Affairs Office condemned the Governor and his proposals. With so much at stake, is it not a strange time to choose to antagonise Beijing ?
