1993 FCO DEPARTMENTAL REPORT: PRESS BRIEFING
1. The 1993 Departmental Report is due to be published on Wednesday 10 February. Like last year, we intend to issue a press release, based on the Secretary of State's Foreword, to launch the Report. We therefore need to prepare briefing for News Department.
2. I have tried my hand at a first draft (attached) with a view to providing some general points on the overall programme, together with some more specific defensive lines to take. But I would be grateful if you would examine the political and economic section (attached) with a view to establishing whether we need to provide any defensive points on the objectives/sections relating to the work of your department.
3. We are required to clear this briefing with HM Treasury. In order to meet their deadlines, I would be grateful if you could let me have any comments and/or additions to the draft by noon on Wednesday 3 February please. Nil returns are not required.
