JONATHAN DIMBLEBY'S REQUEST FOR MEETINGS WITH THE SECRETARY OF

STATE AND MR GOODLAD ON HONG KONG

Problem

1. How to respond to Jonathan Dimbleby's requests to discuss UK policy on Hong Kong with the Secretary of State and Mr Goodlad, to make contact with senior officials and to film an internal policy meeting on Hong Kong.

Recommendation

2. I recommend that the Secretary of State and Mr Goodlad agree to meetings with Dimbleby, that Mr Goodlad introduces Dimbleby to Mr Hum and Mr Ricketts and that we consider agreeing, in principle, to Dimbleby filming a policy meeting on Hong Kong, leaving the details to be confirmed. I have discussed this with

Mr Ricketts, HKD, who concurs.
