yet convinced that the additional sum of £250,000 would be better spent on the BBC than on

strenthening our diplomatic presence on the ground. The question of the transferability of funds will need to be examined further;

the sections on Japanese and Korean strike me sketchy and unconvincing. The BBC do not demonstrate that there is a demand for a BBC (or EC) Service in either Japan or Korea, and in either case I would take quite a lot of convincing. Happily the BBC is not seeking funding from the FCO: if cash is available from the European Community, well and good.
