SIR S K TANG BEQUEST: FINANCIAL ARRANGEMENTS

I am now responsible for handling the Sir S K Tang Bequest in Hong Kong Department and am pleased to say that we are in a position to start making concrete administrative arrangements for the Bequest. I hope we will soon be able to agree terms under which the funds from the Bequest, designated by HMG for the Institute of Cancer Research, should be allocated.

The Foreign and Commmonwealth Office were last in touch with the Institute in August of last year when Sir J Coles wrote to Sir Kenneth Stowe. Sir John explained the problems and legal complexities surrounding the Sir S K Tang bequest, and spoke of our intention to set up a trust in the UK to administer the funds in accordance with Sir S K Tang's wishes. We have reviewed the situation, following intensive discussions, both in the UK and Hong Kong and now intend to act on advice we have received from the Treasury Solicitors. It is no longer our intention to establish a Trust to administer the funds. If you are in agreement, we wish instead to set up a Sign Manual Direction appointing one third of the £1 million donation (plus annual and accrued interest) to the Institute of Cancer Research on terms agreed between HMG and the Institute and written into the Sign Manual Direction. The other two-thirds will be used for funding scholarships for Hong Kong students to study in the

UK.

The precise terms of an agreement between HMG and the Institute will be subject to further advice from the Treasury Solicitors. However, subject to their views, we would like to see the following terms written into a Sign Manual Direction:
