The criteria for selecting students are to be agreed between the FCO and the British Council (the enclosed note provides an outline of the sort of objectives, conditions and criteria which we have in mind for the new scheme).
- Until otherwise requested, an annual statement covering the Sir S K Tang funds is to be sent to the department in the Foreign and Commonwealth Office responsible for Hong Kong.
Assuming that mutually acceptable terms can be agreed, we would like to examine the possibility of drawing up now a Declaration of Trust to be made by the British Council, but postponing its execution until a later date. That would allow us the maximum flexibility to decide the most appropriate time to transfer the funds to the UK, and enable us to do so expiditiously.
