DEVOLVED AUS COMMAND SYSTEM: REGULATIONS GOVERNING SCHOLARSHIPS
1. You asked me to look at the Operational Guidelines for the Devolved AUS Command System to see whether they affect our scholarship bids and to assess what action we need to take.

The 1993 TMR is supposed to enable geographical commands to feed their views on DW programme allocations for 1994/5 to CRD. In advance of the TMR we are supposed to discuss with CRD what our likely requirements will be. Discussions should focus particularly on whether there is likely to be a shift in the balance between the scholarship programme and other programmes under Mr Hum's Command. (The procedure as it relates to the TMR is fairly complex and outlined in the attached guidelines 5.2-5.11). Mr Hum has asked that Heads of Department consult him before they commit themselves to specific bids to CRD, in particular if they involve any substantial reallocation of resources.

As you know, we have already discussed our FCOSAS allocation for 1994/5 and beyond in some detail with CRD. The terms under which the Joint Funding Scheme is to be phased-out have been agreed and approved by Mr Hum and the figures have been included in the 1993 TMR. The review of the UK/Hong Kong Scholarship Programme (the scheme in which the Sir S K Tang money is tied up and to which £40,000 FCOSAS resources are allocated) is not due until 1994/5. We should probably therefore wait until nearer the review to discuss this particular allocation with CRD. As we do not intend to make any new bids at present I do not think there is any action we need to take with CRD at the moment.
