The benefits to UK.......

The centre will act as a visible presence and evidence of Britain's commitment to Hong Kong after 1997.

It will provide a shop window for British equipment, services and management practices.

It will act as a channel for information on Chinese business development and industry and provide British companies with a database of key managers in Hong Kong and South China.

It will act as a regional centre which British companies could use for symposia, conferences and workshops and International Lending Agencies for Third Country Training.

The centre could set a precedent as the first of a series of branches across China.

To secure these benefits....

HMG has to buy its place on the policy board with a significant contribution to the fit-out costs.

The initial suggested investment of £250,000 for fit out costs in 1995/96 should be made recurrent in 1996/97 with a scholarship programme designed to target the successes of the IGDS Programme.
