This would then be presented by the British Council to CRD, essentially as an alternative way of meeting the agreed objectives of bringing the jointly-funded scholarships scheme to an end but maintaining a level of scholarship funding appropriate to the post-1997 relationship with Hong Kong. In the meantime we would not raise the matter with CRD. Once the idea had been put to CRD we would do our best to ensure that it was given a fair wind, if necessary encouraging Mr Goodlad to take an interest.
