7. If we can agree terms with the British Council we would nevertheless prefer to leave the two thirds allocation for Hong Kong to administer for the time being. Together with the Jockey Club, we have pledged our support for UK/Hong Kong Scholarships until the end of 95/96 when the accrued interest will be exhausted. A review is due to be held in 1994/95 to decide the future of the programme post-1996. This would be the best time to inform Hong Kong of when we intend to withdraw our contribution. If we decided to review the programme or withdraw the S K Tang funds any earlier the Jockey Club might also decide to withdraw its funds early; something we wish to avoid. If Ministers are content we shall approach the British Council and the ICR to discuss terms subject to approval from the Treasury Solicitors.
