The attached note from Ms Moore reflects my scepticism

about this idea. I have re-drafted the letter from you to Mr

Cornish in order to pose him a number of questions. In short, my own view is that we should resist the Council's efforts to draw us into an early commitment to what is still an untested

project. Given the scarcity of our scholarship resources I do not think that we should commit ourselves to putting so many eggs in this future basket. Hong Kong's three Universities already turn out a large volume of high quality

candidates. I would take a good deal of persuading that we would be right to put up to half our annual total into graduates from the MTC.
