General). This would recite that the Trustees

expected funds shortly to be transferred to

them pursuant to a Sign Manual direction by the

Attorney-General, and it would then declare the

trusts and other provisions on which the fund

was to be held.

A short Sign Manual direction signed by the

Attorney-General. This would direct that the

moneys held in respect of Sir S.K. Tang's gift

were to be transferred to those Trustees and

held upon the terms of the Declaration of

Trust.

However, before drafting such a Declaration of

Trust, I should need to know more about what functions

the trust is to fulfil. Is it to be simply a "money-

box", investing the capital and dispensing income to the

ICR and the British Council without any further

involvement in how the income is used? Or would it play

some more active role in administering at least the

scholarship arrangements, and perhaps also in dividing

the remaining one-third of the income between different

medical (or exclusively cancer) charities?
