1. I am attaching my draft submission on the S K Tang Bequest. I have asked the Treasury Solicitor if he could ask the Solicitor General for his opinion on the idea of producing the Declaration of Trust as a "sleeping document". I shall wait for his advice to me

before putting the draft forward to our legal advisers who are not sighted on this matter.

I should be grateful for any further comments from CRD by 5 February but I am hoping that I have covered most of your previous points! Many thanks for all your assistance over the last year with this irksome matter; doubtless my successor, Ros Moore, will be in touch.
