Dear Roland

Thank you for your letter of 18 June to John Patten about issues concerning the University of Buckingham. I am replying since I have responsibility in the Department for higher education.

You ask that consideration be given to amend the mandatory awards and student loans regulations so as to eliminate what you describe as discrimination against the University.

As you know, the University already receives more favourable treatment than other private institutions in respect of the maximum fee-ceiling payable as part of a mandatory award. The special rate partly reflects the short intensive nature of the University's courses. The fee ceiling, however, is designed to

meet only a proportion of the University's fees. The difference

being met by the student, perhaps through some form of scholarship. I see no strong grounds to further extend the

favourable treatment and provide for the University to receive fees for its students on two year courses which amount in aggregate to those received by a publicly maintained or assisted institutions in respect of students attending traditional three

year courses. The arrangements for loans treat students at Buckingham identically to those attending two year courses in the public sector.
