worthwhile candidates at postgraduate level. It is also not focussed on those study subject areas which might be relevant to future UK interests.

If a proportion of the money saved from the joint funding scheme is to be redeployed to scholarships activity in Hong Kong in line with HMG and FCO objectives; I think this might better be done more directly through the precisely targetted FCOSAS programme.. Under this we - ie' the Embassy in Peking or the new Consulate General in Hong Kong would identify, talent spot and target specific candidates who clearly demonstrate some potential advantage to future UK interests, eg in

management, banking, finance, economics, law or other appropriate fields.

To sum up, CRD propose:

a run down of the jointly funded scheme over the period 1994/95 and 1995/96;

in 1994/95 savings of at least £0.5 m on (i)- to be redeployed to FCOSAS activity outside Hong Kong, compensating for the continuing substantial decline in global FCOSAS resources;

continued HMG support for UK/HK Scholarships. (merit awards) at current levels.

1997/98. (or possibly 1996/97) projected introduction of a specific and targetted FCOSAS programme for Hong Kong students worth £0.5 m (this level would be commensurate with FCOSAS programmes elsewhere).

Since the foregoing involves substantial shifts in resources across AUS commands these proposals may need to be cleared/approved by the Board of Management.
