up a separate FCOSAS Scheme for Hong Kong worth £0.5 million, rather than Hong Kong's suggestion of using savings from the JFS wind-down to improve the current UK/HK Merit Scholarship scheme. However I believe we should ask that serious consideration be given to the implementation of any new scheme in 1996/7 rather than 1997/8. If we are to cut our funding of scholarships for Hong Kong so dramatically we need to show our commitment in other ways. Starting such a scheme in 1996/7 rather than 1997/8 and thus avoiding a gap in UK funding of scholarships at such a crucial time would be one way of doing this. We should push CRD on this point before agreeing to their terms.
