S K TANG BEQUEST

1. I am copying to you the collection of papers which have gathered on the S K Tang Bequest. As we discussed on the phone the Bequest would ideally be put into FCO hands to administer allowing us to select scholarship candidates on our own criteria. However the Treasury could commandeer the money and we would probably lose out (annex T). Instead we are looking at the British Council, with it's charitable status and good administrative system, to administer the funds. The main problems with the British Council are that: a) they wish to be able to use both the capital and the income rather than just the income as stated by S K Tang. b) we want to be able to set down political criteria for selecting students rather than purely academic as for the British Council. See annexes I,Y,Z, and AB.

I am also copying to you my minute of 21 January to the department on the Way forward. I would be grateful for any

comments on how to revise the draft declaration to reflect our wishes in terms of the British Council's handling of the Bequest (annex H). It would be helpful if you could get back to me during this coming week as my successor will be arriving the first week of February.
