FUTURE OF BBC TRANSMITTER IN HONG KONG
1. It is useful to have the account in first TUR of the BBC's current thinking on the future of their transmitter in Hong Kong. In the light of their desire not to make an issue of this with the Chinese, I agree that we should respond to the Chinese on the lines proposed, as amended by second TUR.
2. On timing, the BBC's position seems to derive largely from their wish for smooth progress in their plans to build a new transmitter in Thailand. I therefore wonder whether it might be best to defer our response to the Chinese until the risk of last minute hiccups in these plans is as small as possible. Perhaps the right moment would be once the governmental agreement with the Thais is signed.
