Incidentally I do not think that Segal should be described as the progenitor of theories of a Western plot against China. In our conversation I reminded him of the Lee Quan Yew theories, and he dismissed them out of hand. But as you will see he, like many
of us, does advocate greater coherence and coordination of Western policies towards China.
