/ 1. I submit a short brief for Sir Charles Powell's call on

the Secretary of State. We expect that Sir Charles will

discuss foreign affairs in general rather than exclusively Hong Kong/China. He is, however, likely to raise the talks in Peking (on which the Secretary of State is already fully briefed). The briefing concentrates on Jardine's commercial interests in Hong Kong, China and the new Kuala Lumpur
