CALL ON THE SECRETARY OF STATE BY SIR CHARLES POWELL, 9 NOVEMBER

The APS' minute of 4 November asked for a short brief for the call by Sir Charles Powell.

Jardine Matheson have been one of the few Hong Kong companies to give public support to the Governor's proposals for constitutional development. Despite this (and previous actions which have irritated the Chinese) Sir C Powell judged the visit to Peking in September by Henry Keswick and himself to have been a success. He thought Jardines were "out of the sin bin". Nevertheless, Jardines remain concerned about the delay of the Container Terminal 9 franchise in Hong Kong and the continuing threat that they will suffer commercially (along with other British companies) if the talks with China break down.

3. Mr Ricketts and I have kept Sir C Powell informed (on a personal basis) of the broad progress of the talks with China.

Pergau

4. Sir C Powell welcomes the line that the Secretary of State has taken on Pergau in response to PQS. As Director of Trafalgar House, whose subsidiary Cementation is a partner of Balfour Beaty in the Pergau project, he now has a commercial interest in its success.
