1. Lord Young has asked to see the Prime Minister in the New Year to discuss China (copy of PS/No10 to PS Letter follows by fax). He is concerned about the problems being posed for British business by current policy on, in particular, Hong Kong. He would like to see the PM tete-a-tete first and then bring in a group including people like Lord Weinstock.

You should by now have seen reports on other channels about such concerns expressed by Leading British businessmen. We shall be submitting advice to No 10 after Ricketts and Hum return to the office on 4 January. Meanwhile I should be grateful for any comments the Governor may have (if possible deskby 04090OZ).

3. I think that we should recommend that the Prime Minister see Lord Young. I also think there is a case for such a meeting taking place as early as possible in January so that the views expressed can be taken into account in the OPD (K) paper. Avoiding proximity to OPD (K) would also reduce the sense, (if the call is noticed by the press), of an organised lobby designed to influence OPD (K)'s outcome (although I have no doubt that that is the intention).
