HONG KONG/CHINA: THREATS TO BRITISH COMMERCIAL INTERESTS:
PRESS LINE
1. We have now had two specific threats from Chinese spokesmen against British commercial interests: the MFA spokesman on 16 December (our sabotaging of the Hong Kong talks will surely affect Sino-British relations including economic and trade relations) and the Mayor of Canton (HK telno 1897 attached).
2. I recommend that News Department should draw on the attached press line if asked for comment at the 12.30 News Conference. This line has been agreed with DTI and FED, and reflects points already made in public by the Governor.
3. We will be submitting separately on what further action we can take with the Chinese authorities.
