Problem
1.
The Swire Group are concerned about the Hong Kong
Provisional Airport Authority's (PAA) intention to attach
conditions to certain licences to be granted at Chek Lap Kok.
Recommendation
That Mr Goodlad reply to Sir Adrian Swire's letter of 11
November along the lines of the attached draft.

4. In your minute of 16 November yoy asked whether we should take any action on the issues raised in the letter of 29 October
from Mr Sutch to the Governor.
5.
I have consulted Hong Kong on the background to this issue.
They advise that the PAA are negotiating with prospective
licensees who are bidding to provide air cargo, aircraft
maintenance, aircraft catering and aviation fuel facilities at
Chek Lap Kok. The Swire Group have a very strong interest in
these licences.
