Dear John,

When we met last week at Alastair Goodlad's evening drinks party, you asked me what was the nature of the PRC current pressure on Swires. I was not sure, afterwards, that I had given you an adequate response, quite simply because it is not easy to explain this, without some awareness of the full background of Swire's understandings with the leadership in Peking over quite an extended period.

I hope, therefore, that the attached summary may prove helpful. I have prepared it both for you (and anyone else in the FCO who may be interested), and for those of Swire's directors in London who have been less involved in our China dealings but who, too, very much need to understand the background to Swire's delicate position in the current period of political tension.
