MR GOODLAD'S MEETING WITH SIR ADRIAN SWIRE: 4 FEBRUARY 1993

1.

The Minister saw Sir Adrian Swire for a private drink on 4 February, to calm nerves. Mr Goodlad was grateful for the points to make which you supplied and for Mr Bunten's supplementary submission of 4 February: he drew heavily on these during the conversation.

2. Sir Adrian did not believe that the Chinese would back down over the Governor's constitutional proposals for Hong Kong: but he admitted that others within Swires were more optimistic. He referred only elliptically to the idea that the tabling of legislation should be delayed for 6 months (as if this was a proposal of which the Minister should already be aware). Mr Goodlad responded that he did not think there was any chance of this happening; that the impetus was now to table the draft legislation in Legco as soon as possible; and that delay could only result in a terrific muddle on all sides.
