TALKS IN PEKING ON ELECTORAL ARRANGEMENTS

Talks have got off to a business-like start. As you know

we have agreed that the contents of these talks should be

kept confidential. But as press reports have indicated, did not get beyond discussion of "principles" in first two rounds. Hope to get down to specifics soon.

We want to see a successful outcome, that is to say understanding with the Chinese that we can recommend to LegCo. Will do all we can to bring this about.

PROGRESS ON THE AIRPORT

Work is proceeding, with a large proportion of major contracts already let. Still on target for opening in 1997, provided we get China's approval to the overall financing package.

Have noted positive remarks made recently by senior Chinese officials about financing plans. We have always said that we are ready to take discussion forward on financing, as soon as it becomes possible to do so on its

merits.
