1.

In connection with this call, the Secretary of State might like to be reminded of his correspondence with Lord Wyatt about a knighthood for Mr Henry Keswick.

2.

I attach the papers. If Lord Wyatt brings up this subject, the Secretary of State will not want to go beyond his line that the Governor has much appreciated the support of Mr Keswick and others who have backed his proposals: and that the nomination of Mr Keswick has been passed to the Honours Committee who are deliberating on it.

3.

As a result of Lord Wyatt's second approach, we are in the process of consulting the Governor. My own views, for what they are worth, are that Mr Keswick, although the doyen of the Hong Kong British business community, would hardly qualify on the grounds of services to British exports: Jardines do not make anything like the contribution to the British economy which Swires and Cathay Pacific do, which was the basis for knighthoods for the Swire brothers.
