Information relating to all matters under this Memorandum will only be communicated between officials designated by Her

Majesty's Commissioners of Customs and Excise and by the Director

General of the

Customs Service.

EXCEPTION FROM THE LIABILITY TO RENDER ASSISTANCE

(1) If
