Extension of Customs Conventions to
Hong Kong
Further to your telegram No. 111 of 29th January, 1973, it has been decided there would be advantage in Hong Kong acceding to the Conventions listed below, and I should therefore be grateful if action could be taken to have them extended to Hong Kong:

(1) Customs Convention on the A.T.A. Carnet for Temporary
Admission of Goods!
(11) Customs Convention on the Temporary Importation
of Professional Equipment; and,
(iii) Customs Convention Concerning Facilities for the
Importation of Goods for Display or Use at Exhibitions, Fairs, Meetings or Similar Events.
The Hong Kong General Chamber of Commerce (9th Floor, Union House, Hong Kong) is to be designated the issuing and guaranteeing association for A.T.A. carnets in Hong Kong, and will shortly be applying to the International Bureau of Chambers of Commerce to join the international issuing and guaranteeing chain set up by them for the operation of the A.T.A. carnet system.

There are certain options open to us under various Articles of the A.T.A. Convention and we would wish to exercise these as follows:-
Article 3(2)
Hong Kong will accept A.T.A. carnets for goods temporarily imported under the International Convention to Facilitate the Importation of Commercial Samples and Advertising Material (1952);
Article 3(3)
Hong Kong will accept A.T.A. oarnets issued and used for goods in transit;
Article 26(1)
Hong Kong will not accept A.T.A. carnets for postal traffic.
I should be grateful if you would inform the Secretary General of the Customs Co-operation Council accordingly.
