Thank you for letter of 9 August to Mr Ricketts about the Customs Convention on the ATA Carnet for the Temporary Admission of Goods.

HM Customs and Excise for advice on the rationale behind the UK's reservation in respect of the acceptance of ATA carnets for postal traffic. I spoke to him again this morning on the matter and hope to be in a position to let you have a substantive reply very shortly.
