RE: ATA CARNETS RESERVATION OF ACCEPTANCE OF ATA CARNETS FOR POSTAL TRAFFIC:
The Foreign & Commonwealth office has requested information for Mr CC Leung who has written on behalf of the Secretary for Trade and Industry, Hong Kong, regarding the reservation on accepting ATA carnets for postal traffic.
A REPLY IS REQUIRED BY THE COP 26th August 1993.
CD6F Comment: I have accessed all files relating to the Istanbul Convention in respects of the reservation on accepting ATA carnets for postal traffic.
The CCPEI paper XXI/840/92-EN states that the reservation on postal traffic is because there it is not covered by Regulation (EEC) No. 2365/91.
Doc. 36.320 E Annex II Article 18 states:
1. Each Contracting party shall have the right to enter reservation, in accordance with Article 29 of this Convention, in respects of the acceptance of ATA carnets for postal traffic (1)
2. No other reservation to this annex shall be permitted.
COMMENTARY
(1) The reservation clause under Annex A concerns the acceptance of ATA carnets for postal traffic. Since postal traffic consignments are unaccompanied, the acceptance of ATA carnets for them might entail an undue administrative burden upon the Customs authorities.
