Please refer to your letter of 9 August to Peter Ricketts about the Customs Convention on the ATA Carnet for the Temporary Admission of Goods.

You asked if we could let you know the reason for the UK's reservation on accepting ATA carnets for postal traffic. HM Customs and Excise have advised us that it is because Regulation (EEC) No. 2365/91 which governs the use of ATA carnets by Community members has no provision for the use of ATA carnets for postal traffic. The background to this is that, since postal traffic consignments are unaccompanied, it was decided by members that the acceptance of ATA carnets for them would have imposed an undue administrative burden upon the Customs Authorities.
