1. Mr Dorey's minute of 15 September refers.

2. During the Prime Minister's visit to Japan and Malaysia earlier this week I told Lord Young that we thought it better not to pursue his idea of a live satellite link-up with Zhu Rongji at the conference in November. Lord Young seemed to be expecting this and immediately accepted our view. He said that it would be nice if, instead, he could have a message from the Prime Minister which he could read out to the conference welcoming its participants etc. I said that I would pursue
