Problem

A 1. PS/No 10 has asked for an assurance that, on policy grounds, the FCO still endorses the proposal that the Prime Minister should deliver the Keynote Address at the forthcoming "Hong Kong

Works" Conference.

Recommendation

2.

I recommend that we confirm our earlier advice that the

Prime Minister should speak at the Conference; and also take the opportunity to clear with PS/No 10 an outline of the speech.

I submit a draft PS letter. DTI agree. I have also consulted

the Governor, who agrees that the Prime Minister should go ahead with this speech.
