HONG KONG WORKS CONFERENCE WEDNESDAY, 10 NOVEMBER 1993
Mr Lyne in No 10 asked for a first draft of the speech that the Prime Minister will be giving at the above conference to be faxed to him in Limassol on Friday 22 October. The Secretary of State agreed with the outline of the speech which we proposed (Private Secretary's letter to No 10 of 7 October).

I now submit a draft speech together with a short draft covering letter to No 10. The speech takes account of comments from the DTI and also from the Governor. Given the venue, I believe that the speech should be slanted towards businessmen interested in entering the Hong Kong/Southern China market. The Governor was keen that the Prime Minister should say something substantive on the political issues. second half of the speech builds on suggestions from Hong Kong.
