Hong Kong Conference: Wednesday 10 November 1993
In your letter of 29 September, you asked us to let you have, in Limassol, a first draft of the Prime Minister's speech to the above conference, not exceeding 1500 words.
I now enclose a draft. This takes account of comments from the Governor. The political section will need reviewing nearer the time, in the light of the precise situation in the talks with the Chinese Government. draft is 1382 words long. I am copying this letter to Peter Smith (DTI).
