The sale of the OTB was generally well received when it was announced in July. There was, however, some criticism of a lack of full disclosure in detailing the terms of the sale and the cost to the taxpayer. These points were subsequently dealt with by media briefings. Further interest in the overall costs of bank rescue operations may be raised when the Bill is published. This will be disclosed when the actual consideration for selling OTB is known. Former OTB shareholders may also take the opportunity to voice their discontent once again over the fact that they were not compensated.

Subject to Members' approval of the recommendaion at paragraph 2, a press release will be issued. It will explain that the Bill is technical in nature and is consequential to the sale of OTB.
