HONG KONG TRADE WORKSHOP 11/12 OCTOBER

The OECD Council has agreed to invite China to participate in the 11/12 October Hong Kong Workshop "as an exceptional measure" on the basis set out in C/NM (93) 63 ie three participants, being one each from government, private and academic sectors, and three silent observers. Whilst the US stressed that it was "not keen" (hence the "exceptional measure" condition) only Sweden registered outright objections (on the grounds that they preferred to await the review of relations with the DNMES generally before taking such a step); but they were not prepared to stand in the way of a consensus.
2. On something of a (typical OECD) red herring, Portugal said they wanted Macao to be invited
as an observer. Taniguchi (Deputy Secretary General) suggested that it was up to the Portuguese to decide who sat in their delegation.
