- Funds to the UNHCR should also remain unaffected. If this was not the case, other donors, (not least Japan) would have serious problems with removing Hong Kong from the DAC List and a major rethink of the decision to remove Hong Kong would be called for.

- the UK's hands, unlike other donors, are not tied by the DAC List we can still give aid whether or not the place concerned is on the DAC List.
