2. We tend towards the line taken by Taniguchi in para 2 of Mr Newton's minute of 27 July ie that it would be preferable for Macao representatives to be subsumed within the Portuguese delegation. However, if the Portuguese insist on separate observer status for Macao, then, despite our reservations, we need not make an issue out of it.
