Members of the Group will find attached to this note a copy of a letter dated 23 November 1993 from T.H. Chau, Secretary for Trade and Industry, Government Secretariat, Hong Kong, containing the Hong Kong Government's request to participate as an observer in the Trade Committee and its Working Party. In accordance with the provisions of the Resolution of the Council C(92)65/FINAL, the Group is invited to transmit Hong Kong's request to the Trade Committee for a justified opinion.

On the basis of the foregoing, the Secretary-General invites the Group to adopt the following draft entry in its Minutes:

"THE GROUP

a) noted the Note by the Secretary-General on Hong Kong and the

Trade Committee [C/NM(93)108];

b)

agreed, in accordance with the relevant provisions of the Resolution of the Council C(92)65/FINAL, to refer to the Trade Committee, for a justified opinion, the Hong Kong Government's request to participate as an observer in the Trade Committee and its Working Party."
