But this should not mean diversion of resources to the extent that it would impede completion by the Centre of the three year research programme agreed last year for 1993/95. This in our view must remain the Centre's first priority. If the Centre were to face such demands from other Directorates for increased assistance to an enhanced dialogue that it thought. some portion of the agreed research programme could not be implemented, it should seek guidance from the Advisory Board before acceding to such requests.
