Directorates in the organisation and not just that of DCD, although the latter, like the Development Centre, can obviously make a contribution to it. There is certainly no intention to confine it to non-DAC donors of aid and the subjects chosen for discussion in the workshops are likely to be much broader and free market. orientated than the staples of DAC discussion (best practices in areas of aid policy such as appraisal, aid tying, environment, women in development etc). This does not mean we might not propose such issues when subjects are selected; posl- UNCED dissemination of OECD's expertise on environmental issues is a subject which straddles the competence of DCD and Environment. Directorate (and the draft revised terms of reference of the DAC Working Party on Development Assistance and Environment specifies: promoting the sharing with developing countries of the environmental expertise, information and experience which reside in Member countries and the OECD" as one of the working party's objectives (my letter of 18 March to Gerry Duffy in NRED refers).

It would be much easier if we were to have our exchange of views in the Advisory Board of the Centre's role in the OECD dialogue with developing countries when it was much clearer concerning what we were talking about, All that we can be certain about is that the Americans with the support of a large number of other countries who care less than we about maintaining the quality research output of the Centre will want more dialogue (without necessarily being willing to provide new resources) and will be looking to the Centre to divert more of its resources to this purpose either by beefing up its own programme of seminars/conferences or assisting other OECD Directorates in the preparation of workshops/conferences with selected participants from a limited number of developing countries.

Subject to your views I suggest that at the 2 April Advisory Board meeting we might follow the enclosed suggested line to take.
