1. I enclose the draft annotated agenda for this meeting. It will probably come up at the Heads of Delegation on 16 December. This is the first opportunity we have had to influence the agenda and to encourage discussion of items of genuine interest to members. I should be grateful therefore for any comments you would like UKDel to feed in, including any suggestions for inclusion or deletion. It would be helpful if you could let me have any contributions by close of play 15 December.

You will note from the annotations that the standard item on the current economic situation will be modified slightly. There will doubtless be much to discuss under item 5 (Trade). Under item 7a, the draft co-operation agreement with Russia will probably be discussed. Japan has offered to host the High Level Informal meeting with DNMES (item 7b), back to back with the October 1994 ECSS, both in Tokyo. The Secretariat propose to make a presentation on inter-linkages under AOB. The study has been approved by Council on the understanding that funding will be voluntary (mainly Japanese). This will follow up the 1993 Ministerial Communique reference to broadening understanding of China and other major developing countries. It is due out in time for the October 1994 ECSS. Finally, the question of frequency of ECSS meetings might well come up again under AOB. Some delegations are pressing for a reduction to two meetings per year, but the Japanese want three.
