play fully its role as a locus for policy discussion between its Member countries and with the reforming countries; in this respect, Ministers recognise the particular usefulness of Advisory Groups such as those already established on privatisation and investment, and of high-level meetings similar to the one recently held with representatives of Russia and three other NIS. They commit their governments to provide timely and complete information on technical and financial assistance to the OECD's computerised Register, which constitutes the indispensable basis for the efficient design, monitoring and co-ordination of assistance programmes;

To foster the integration of CEECs and NIS into the world economy, Ministers stress the need for granting them greater access to OECD Member countries' markets; express their willingness to help the CEECs and NIS devise appropriate arrangements for developing mutually profitable trade and payment relations among themselves; and stress the need for transparent, stable and non-discriminatory conditions to be created for trade and foreign direct

investment.
