(Developing countries)
Far-reaching changes are under way in many developing countries, with prominence being given to participatory development, respect for human rights, democratisation and good governance, market-oriented policies, a greater role for the private sector, and a reduction in excessive military and other unproductive expenditures.
21.
To support these welcome trends, Ministers commit their governments to:
take into full consideration, when devising their own policies, the contribution these could make to economic growth and social progress in developing countries;
to
make all efforts notwithstanding budgetary constraints enhance development assistance, both quantitatively and qualitatively, in particular in favour of the poorer countries.
(Mexico and Korea}
22.
Mexico and Korea have participated, over the past year, in the work of an increasing number of OECD Committees. This enhances mutual understanding and paves the way for possible membership, a final goal clearly stated by both countries. Ministers welcome this positive evolution, and look forward to the launching of the procedure for acceding to the OECD Convention, as soon as the conditions are deemed ripe. They invite the Secretary-General to report on the situation in this respect at their 1994 meeting.
